Overview

A leading refining and petrochemical organization is seeking an accomplished Regional Procurement Manager to oversee sourcing, contracting, and supplier management for multi-site refinery and chemical operations across the western United States. Reporting to the Senior Manager, Procurement Operations (SMPO), this position ensures full compliance with corporate, financial, and technical requirements while driving measurable value through cost efficiency, supplier performance, quality, and risk control.

The ideal candidate will have proven experience managing procurement activities in refining, oil & gas, or chemical manufacturing environments, supporting multiple operating sites, and leading a team of direct reports. This is a highly visible, strategic leadership role requiring both operational depth and executive communication skills.


Key Responsibilities

  • Lead and develop a regional team of procurement professionals supporting refinery, chemical, and industrial plant operations across multiple U.S. sites.

  • Oversee sourcing and contracting for services, materials, and capital projects in alignment with category management strategies.

  • Negotiate commercial terms, pricing, and risk provisions to achieve cost savings and performance improvements.

  • Ensure procurement activities meet all corporate, legal, and financial compliance standards, including delegation of authority.

  • Manage contract lifecycle administration and purchase order processes within SAP and CLM platforms, resolving workflow and invoice discrepancies.

  • Partner with Legal, Risk, and Insurance teams to review exceptions, manage exposure, and ensure contract integrity.

  • Support plant and project leadership in resolving material or supplier performance issues, including nonconformances, warranties, and schedule-critical needs.

  • Monitor and report on supplier compliance, qualification, and performance, maintaining scorecards and implementing corrective actions when necessary.

  • Drive regional cost-savings, risk-mitigation, and process-improvement initiatives aligned with business objectives.

  • Collaborate with cross-functional groups, including Operations, Engineering, Maintenance, and Accounting, to ensure seamless procurement support.

  • Benchmark and integrate industry best practices for sourcing, contracting, and supplier management across refinery and chemical operations.

  • Manage departmental budgets, monitor variances, and provide periodic performance reporting to senior leadership.

  • Mentor and coach staff to build a high-performing, customer-focused procurement organization.


Qualifications

  • Bachelor’s degree in Supply Chain Management, Business, Finance, Engineering, or related field preferred.

  • Minimum 7–10 years of procurement or supply chain experience within oil & gas, chemical, or heavy industrial environments (e.g., BP, Marathon, Chevron, ConocoPhillips, BASF, Dow).

  • Demonstrated multi-site procurement leadership—must have supported multiple plants or refineries simultaneously.

  • Direct people management experience with proven success developing and leading high-performing teams.

  • Expertise in sourcing, contracting, negotiation, and supplier performance management.

  • Proficiency in SAP Materials Management (MM) and experience with Plant Maintenance (PM) or Ariba/CLM systems preferred.

  • Strong understanding of refinery operations, materials, and project procurement requirements.

  • Exceptional analytical, organizational, and communication skills with executive presence.

  • Ability to travel up to 25% to support multi-site operations across the western U.S.

Compensation & Confidentiality

  • Base Salary: $150,000 – $170,000
